ARTICLES OF GOVERNMENT |
Article I
NAME |
|
The name of the organization
shall be: The Newton Commonwealth Iinner Club. |
|
Article II
OBJECT |
|
Its object shall be
to run golf tournaments, provide handicaps, conduct functions
and to encourage new friendships and fair play in competitive
golf competition. |
|
|
Article III |
|
MEMBERS
& ELIGIBILITY |
Section 1.
Membership
shall consist of persons interested in furthering their interest
and knowledge of golf an in making new friends in a congenial
atmosphere. |
|
|
Section 2.
Application
must be made through a written application form to the Membership
Committee for its approval. |
|
|
Section 3.
The amount
of membership dues shall be determined by the officers of the
Inner Club. |
|
|
|
|
|
OFFICERS
AND COMMITTEES |
Section 1.
The officers
of the Inner Club shall be: President, Vice President and Treasurer.
There shall be an Executive Committee composed of the above officers
and the Chairman of the various committees, or the acting chairman.
Five members to constitute a quorum. |

|
|
Section 2.
The affairs
of the Inner Club shall be arranged and managed by the following
Committees: |
|
A. Tournament Committee
B. Handicap Committeee
C. Rules Committee
D. Membership Committee
E. Special Functions Committee |
|
All comittees shall
serve for one year and report to the President and the Club Officers. |
|
|
|
|
|
|
DUTIES OF THE COMMITTEES: |
|
|
|
|
|
|
1. Tournament Committee
- shall arrange for all tournaments and prizes.
A. All tournaments must be approved by the President and the
Club Management. |
|
|
|
|
|
|
2. Handicap Committee
- will arrange handicaps for all members and assure that all
winners of Inner Club tournaments are properly handicapped. The
Committee will be responsible for all handicaps being logged
properly by the members. The Committee has the authority to assess
penalties against members for posting improper scores.
Rules for proper posting of scores must be posted so that all
members will be aware of the proper procedure. A new member will
warned for a first offense. The committee reserves the right
to adjust non-member MGA Handicaps at NCGC in accordance with
the difference between the course ratings at NCGC and the non-member's
home course. |

3. Rules Committee
- the Chairman will be responsible to the President for advice
on the Rules of Golf, cooperation with the tournament chairman
in planning and conducting competitions, and promoting knowledge
of and adherence to the Rules of Golf among the membership, including
Juinor golfers.
Although the tournament
chairman has primary responsibility for planning and conducting
competititons, he relies on the rules chairman for advice in
preparing the course for play,drafting Local Rules if necessary
and answering questions on the Rules of Golf which may arise
during competitions. The rules chairman should therefore be thoroughly
familiar with the responsibilities of the tournament chairman
as described in the section above. |

4. The Membershiop
Committee - shall process all applications for membership,
provide an up-to-date roster, make changes if necessary, and
encourage old members to invite their friends to become new members. |
|
|
|
|
|
|
5. Special Functions
Committee - responsible for planning and conducting trips,
meetings, dreawings and banquets. |
|
|
|
|
Article IV |
|
ELECTION
OF OFFICERS |
Section 1.
The annual
meeting will be held in the Fall of each year. Date to
be set by the Executive Committee. |
|
|
|
Section 2.
Any member
holding office of president or vice president will serve for
one year. |
|
|
|
|
|
|
Article V |
|
MEETINGS
AND TOURNAMENTS |
Section 1.
The annual
meeting of the Inner Club shall be held in the Fall by
order of the President. Members shall be notified at least two
weeks in advance. |
|
|
|
Section 2.
Meeting
of the Executive Committee shall be called by the President.
This committee shall meet at least once during the season. They
shall be notified two weeks in advance. |
|
|
|
Section 3.
The Inner
Club shall hold tournaments for its members and there shall be
at least one tournament at which guests will be permitted and
eligible for prizes. |
|
|
|
Section 4.
The President
shall preside at all meetings of the Inner Club, appoint all
committees and be a member (Ex-officio) of the committees. In
the absence of the President, the presiding officer shall be
in order: the Vice President, the Treasurer. |
|
|
|
|
|
Section 5.
The Articles
of Government may be amended at any annual meeting of the Inner
Club by a majority vote of the members present. |
|
|
|
|
Article VI |
|
DUES |
Section 1.
The annual
dues of the Inner Club shall be $40. Dues for Juniors (younger
than age 18) shall be $20. |
|
|
|
|
|
Section 2.
The amount
of the annual dues shall be determined by the officers of the
club. |
|
|
|
|
|
|
Article VII |
|
TREASURER
AND FUNDS |
Section 1.
The treasurer
shall be authorized to pay for clerical and other expenses necessary
for the proper functioning of the Inner Club. Expenditures by
the Treasurer shall be subject to the approval of the President. |
|
|
|
|
|
Section 2.
A reserve
fund shall be carried over every year to meet any unforseen circumstances. |
|
|
|
|
|
Section 3.
A major
expenditure of Inner Club funds shall have to be approved by
the officers of the Club. |
|
|
|
Section 4.
The books
of the Treasurer shall be subject to inspection and audit, at
any time, by the Executive Committee. |
|
|
|
|
|
|
Article VIII |
|
OFFICE
OF THE PRESIDENT |
Section 1.
The President
shall be responsible for the overall operation of the Inner Club. |
|
|
|
|
|
Section 2.
The President
shall have the Power to Veto over and committee or function of
the Inner Club which, in his opinion, is not in the best interests
of the Club. |
|
|
|
|
|
Section 3.
Veto power
of the President may be over-ruled: A two-thirds vote of a committee
over-ruled by the President may request the President, in writing,
to call a joint meeting of the Executive Committee and the Board
of Governors. A quorom of seven must be present. A two-thirds
vote is necessary to over-rule the veto. |

Article IX |
|
BOARD
OF GOVERNORS |
Section 1.
The Board
of Governors shall be appointed by the President and consist
of former club presidents. |
|
|
|
Section 2.
The board
members shall determine the Policy of the Inner Club and conduct
the hearings on improper conduct and flagrant and repeated violations
of the Rules of Golf. |
|
|
|
|
|
Section 3.
The Board
of Governors shall be called into session by the President upon
receipt of a written complaint by a Committee or the club management. |
|
|
|
|
|
Section 4.
The Board
of Governors shall have punitive powers. |
|
|
|
|
|
Section 5.
The President
shall chair the meetings of the Board of Governors. A quorom
shall consist of 5 members. The President will vote only if an
even number of the board is present. |
